Eligibility:

There are only limited types of applications where you can apply for a fee waiver, although you must meet the common criteria of why you are applying for a fee waiver that is any of the following:

You do not have a place to live and lack the financial means to secure housing.
You are unable to afford essential living expenses such as food and heating.
You do not have sufficient funds to pay the fee after covering accommodation and other necessary living costs.
Paying the fee would prevent you from adequately meeting a child's needs.

The types of applications and scenarios where the Home Office allows for a fee waiver are noted down below:

i. Applications for permission to stay in the UK:

You may request a fee waiver if applying for permission to stay based on family or private life, such as:

As a partner, parent, or dependent child based on family or private life.
On human rights grounds, including when previously refused under the family/private life route but granted “Discretionary Leave” or "leave outside the Rules."
To extend leave after being refused asylum or humanitarian protection and granted "Discretionary Leave" alternatively.
As a victim of trafficking or slavery granted leave to remain.

If applying with family members, all must be included in both the fee waiver request and the permission to stay application, such as a partner or dependent children. A fee waiver may be requested for one or more family members even if not sought for yourself.

ii. Applications for entry clearance

A fee waiver may also be requested for entry clearance based on family or private life if eligible:

All family members applying together should be included in the fee waiver request. You may apply for a fee waiver on behalf of family members without applying for your own, if paying part of the application fees is possible. Although, details and evidence of the sponsor must also be provided when requesting a fee waiver.

iii. Applications to register a child under 18 as a British citizen:

A fee waiver can also be requested if the applicant is under 18 and eligible for British citizenship. Parents or legal guardians may apply on behalf of the child and include siblings in the same application.

No fee waiver is needed for children in local authority care; instead, evidence should be provided for a free application.
